Unlinked skill
From GuildWiki
An unlinked skill is a skill that is not linked to an attribute. As such, their effect does not vary depending on an attribute's rank and are not considered part of any attribute for the purposes of any effects.
As there is no attribute involved, unlinked skills often offer a way for a character to be more versatile or effective without spending attribute points.
Unlinked spells for most professions use the same casting symbol as spells of that profession's primary attribute, however unlinked Assassin and Dervish spells have their own unique casting symbols.
For descriptions of all profession-specific unlinked skills, see the following articles:

[edit] Linked unlinked skills
There are some skills however that are not in the No Attribute category, but their effectiveness doesn't increase with higher attributes. The skills can, however, benefit from modifiers that affect skills of a certain attribute, especially HSR and HCT mods on weapons. Whether having an attribute is intentional, or just something left over from pre-release skill balancing is unknown:
Anthem of Guidance
Assault Enchantments
Hexbreaker Aria
Lift Enchantment
Mirror of Disenchantment
"None Shall Pass!"
Song of Concentration
Many other skills have no benefits that specifically increase, but are still have strong associations with weapon proficiency by requiring a certain weapon. Many of these skills benefit from natural damage increase from Mastery attributes they are linked to.
Call of Haste
Charm Animal
Counter Blow
Disrupting Accuracy
Disrupting Chop
Disrupting Throw
Earth Shaker
Exhausting Assault
Forked Arrow1
Hammer Bash
Hundred Blades
Keen Chop
Sun and Moon Slash
1 Called Shot, Dual Shot, Magebane Shot and Quick Shot are in the No Attribute category, but they require a bow just like Forked Arrow.
Other skills will have a 50% chance of failure without certain rank in an attribute, but are essentially unlinked afterwards.
