Never-ending Argument vs Rotating Rhetoric
Never-ending Argument is an elite skill of Dedication while Rotating Retoric is an elite skill of Meticulousness. NEA has an upkeep while Rotatic Rhetoric lasts for a limited time. Rotating Rhetoric however has an AoE effect as all nearby foes are damaged the same amount dealt to the caster, while NEA only deals damage to the attacker. Still, because Rotating Rhetoric does not reflect damage back to the attacker but everyone else, it is not as potent as NEA in making tanks assaulting Bureaucrats think twice.

NEA is a worthless spell - by Ollj
If NEA is mainted for 60 seconds, it will cost 0.3 energy per seconds, that's 20 energy plus cost, that's 30 energy while it's easily removed by a mesmer and a warrior who keeps attacking while being hit back with NEA is a dumb retard who deserves to die any way.
